The Team's General Approach to Consulting Services

All the consultancy services we provide, whether for Commercial or Government clients, have at their core a workshop with the client's leadership. Those workshops are, typically, six days' duration for a complete vision and strategic planning project, or three days for sustaining or promulgating the vision, or for Way*Pointing. As a matter of course, most of our work supports five of the seven Baldridge Criteria. We can add extra time to the workshops to cover the remaining criteria, if the client so requests. In addition, most of our work provides a long-term context for the Government Performance and Review Act requirements. A typical vision-based planning project conducted by The Team takes only 5-6 weeks elapsed time. The client can use the material which emerges from our workshop directly, or we can assist the client in translating the material into the GPRA requirements.

In our workshops we bring the client's leadership together in an intensive, interactive program so that their shared ideas and personal visions become the basis for their vision and the strategic plan to achieve it. By sharing their different perspectives the participants develop a robust vision and a plan to which all of them are committed. In addition to the production of the vision and strategic plan, we design the workshop so that the participants develop a systems view of their organization. This enables them to see it as a whole - so that they can consider options for improving the management structure, organizational structure and business performance.

I. Vision Based Planning Process:
(5-6 Weeks from Contract to Completion)

While none of us can predict the future, we can improve the odds that our decisions are correct. More importantly, we can develop a shared vision, goals and strategies, with a view towards making our organizations better prepared to face change and the challenges of future opportunities.

Our Approach:

The core of our approach to Vision-Based Planning is a six-day intensive workshop with the leadership of the client organization (usually held three days on either side of a weekend). As discussed above, we have found that this is the best way for them to develop a truly shared vision and strategic plan to which all of them are committed.

A typical project, from start to delivery of the final report, takes only 5 - 6 weeks elapsed time, depending on the availability of leadership participants. For the complete strategic plan, it requires at most six working days of each participant from the leadership team.

II. Sustaining or Promulgating The Vision:
(4-5 Weeks from Contract to Completion)

The primary objectives of these services are: to evaluate and update the client's Vision, Goals and Strategies in the light of today's view of the future; and to sustain the Vision while recognizing changes in the organization or the operating environment and addressing specific issues that have emerged or may emerge.

This kind of project may be requested by a client under several different circumstances:

  1. 12 - 24 months on from a Vision-Based Planning Process, when the client wants to update its strategic plan, especially when it will need to be sustained through a change of command or senior management
  2. When the leader of an organization already has a vision and purpose for the organization which he wants the rest of the leadership to share and for which he wants the leadership to develop a strategic plan
  3. When the leadership of the organization wants to promulgate the "corporate" vision and strategic plan down to other groups in the organization so that they can develop their own goals and strategic plan to support the vision.

Our Approach:

The central part of our approach here is a three-day workshop with the leadership (in the case of a or b), or with the leadership and the other group(s) (in the case of c), from the client organization. In this situation, we design the workshop to sustain or to promulgate the vision, as appropriate.

III. Way*Pointing:

"The first step to building a vision..." When customers do not have the resources to undertake the full Vision Based Strategic Planning Process, but would like to go in the right direction, our Way*Pointing process can quickly steer the organization in the right direction, and ensure that all the participants understand their roles and responsibilities.

Our Approach:

The core of this work is a three-day workshop with the client's leadership, and usually the leadership of its main divisions. The purpose of this kind of workshop is to ensure that the leadership and the divisions understand the issues and dilemmas facing them, develop a shared sense of direction, and build strong teams to enable them to pursue that direction.

IV. Planning for Successful Mergers,Acquisitions and Partnerships:
(6-7 Weeks from Contract to Completion)

This service is much like our Team's "Vision Based Strategic Planning Process" except that the Vision is shared by the partners and from it is derived the common mission and objectives targeted by the proposed partnership. The Strategic Planning Process then identifies the variety of ways that each partner contributes to the overall goals recognizing the distribution of responsibility, authority and accountability within and between the partnership. One of the key areas we work on here is bringing together the different values and organizational cultures of the partners, so that they can be synergistic rather than internally competitive.

Our Approach:

Typically the workshop at the core of this consultancy service is six days long, although it may need to be extended by a day or two if the cultures of the organizations are significantly different, if their previous businesses have been very different, or if there is animositybetween the new partners.

V. Exploiting the Megatrends:

This service can be inserted into any of The Team's Vision*Based Planning Process services, or it can be ordered as a stand-alone project.

The need for this service has come about because of people's interests in the future. There are many conferences, videotapes and books on "mega-trends," "wild cards" and scenarios for the future. Most organizations are interested in these futuristic ideas, but have no consistent way to understand their implications or to turn them into material which the organization can use. We have developed a method by which our clients are able to make sense of and use these "mega-trends."

The core of this approach is a three-day workshop with the leadership and strategic planning department of the client organization.

VI. Management Team Building:

There has been a tendency in recent years to "stovepipe" organizations, even to the extent of having the stovepipes compete with each other. This may be a wonderful situation for some of the individual stovepipes, but it is frequently detrimental for the organization as a whole. Our service brings together the leadership of the central (HQ) organization and the leadership of the divisions to ensure that they see the benefits and synergy of working together.

Our Approach:

This requires a three-day workshop with the leadership of the organization and its main divisions. Using a process similar to Way*Pointing, we ensure that all the different parts of the organization agree upon a shared sense of purpose and direction for the whole organization.

VII. Problem Solving by "Re-Framing":
(2-4 Weeks from Contract to Completion)

Most people try to tackle problems "head-on," and they try to solve problems one at a time. Einstein said that one could never solve a problem at the level of the problem; and although he was speaking in a mathematical sense, the same maxim applies to organizational problems. The most effective way to solve problems is by going to a higher systems level - from which vantage point, one can see the problem in its full context. Unfortunately our human analytical capabilities often prevent us from seeing things from a higher systems level, because we can't imagine it.

Our Approach:

We use a two or three day workshop with the client participants to help them solve their problems. This time we use a battery of creative and psychological techniques to help them see their problems differently. We get them to re-frame their problems, to see them from broader and deeper perspectives, to see them from different systems levels.

VIII. Problem Solving By Systems Engineering and Analysis:
(1 Week to Several Months from Contract to Completion)

There is a body of planning problems which lend themselves best to structured approaches, such as Systems Engineering, supported where required by the tools and approaches of Systems Analysis. Applicable problems areas include development of top-level concepts of operations, technology investment plans, or analysis of alternatives for complex systems development decisions.

Our Approach:

We work with clients clearly to define, in a systems sense, the exact problem to be solved, including the desired form of the result. The problem definition stage may include tailored Workshops, in order to derive the most imaginative and effective approaches to understanding the problem(s) to be addressed. A tailored Systems Engineering approach is then applied to the problem to derive the desired results. The results of the process and the analysis can be prepared in any standard report format, or in our unique WarRoom format. The time required to develop the scope and detail of results desired by the client will be determined in consultation with the client.

IX. Strategic Management and Leadership Seminars:

Some organizations prefer to develop their strategic plans after learning how to do it for themselves. For such clients we offer seminars to help them develop their own capabilities.

Our Approach:

Here we work with clients for two or three days in a combination of seminar and workshop modes, to teach them the principles of strategic planning, and to demonstrate the kinds of approaches they should take. We demonstrate the techniques we ourselves use in our strategic planing consultancy.

Planning for Ideal Privatization
(6-10 Weeks from Contract to Completion)

One of the most difficult situations facing government agencies in the future, is that of privatization. What capabilities or functions should be privatized? What should be kept? How should the transition take place? What can be done for the people who must be let go?

Answering these questions requires an understanding of the future context and environment within which the agency will be operating; it requires a deep understanding of the agency's purpose and where the agency wants to go in the future; and it requires an understanding of what the agency's core equities/capabilities are and should be.

In many respects, the kinds of issues and problems surrounding privatization are very similar to those found in other areas of business. Thus, with a slight change in emphasis, almost all the consultancy Services we offer under SIN 874 - 1 can be applied directly to privatization.

As with our Vision-Based Planning Services, the core of our work is conducted in intensive, interactive workshops with the leadership of our client's organization. In some cases it may be appropriate to work with the Agency as a whole, in other cases it may be appropriate to work with the Agency and its main Divisions in separate workshop processes.

The support tools we employ all serve to enable our consultancy services The Team undertakes for business improvement and privatization, as in SIN 874 - 1 and SIN 874 - 6. They help to ensure that the consultancy we provide is effective, efficient and of high quality. They also ensure that the deliverables to the client are of high quality, are timely and are provided in a format which is of greatest use and benefit for the client.

The Team's Specialized Presentation Products Include:

All our final reports are delivered to the client loose-leaf bound, and in WarRoom format. These reports require high quality color printing, and two copies of the report plus the data files on Zip Disk are included as standard in the cost of our projects as are making CD's for all participants. We make additional copies available to our clients as they require, at the cost of production. The WarRoom is one of the most effective forms of presentation, as it enables the client to see the logic trail and thought process for the development of each decision, goal and strategy. Most clients' leadership find our standard reports to be highly satisfactory. Occasionally clients must respond to special circumstances which require the report in a different format. Sometimes a client requires the report in full WarRoom form on foam-core boards, so that it can be placed on permanent display. Sometimes a client will ask to have a glossy brochure or a video based on the final report, which it can disseminate to all its major stakeholders - both internal and external. We respond to these special requirements on a case-by-case basis.
